Developing a Target Operating Model for Government Digital Service
Client: Government Digital Services (GDS), Cabinet Office
Services Provided: Organisational Design and Target Operating Model | Project and Programme Management | Change Management
Project Summary
The digital data and technology (DDaT) approach across Cabinet Office was varied and incoherent, resulting in high levels of duplication, a lack of vision, and reduced adherence to strategic direction. i3Works was engaged to work with GDS and other Cabinet Office teams to support creation of a new function, the Chief Digital Information Office (CDIO), to address these issues.
i3Works planned and managed the CDIO programme and worked with civil servants to develop a clear function vision and strategy and design a target operating model (TOM). Stakeholder engagement was embedded throughout the programme to achieve buy-in and to ensure that TOM design was aligned to organisational needs and could deliver the required benefits.
Outcomes and Benefits
- A clear and coherent CDIO vision established and agreed with senior stakeholders
- A new TOM design produced for the new CDIO function
- Knowledge transfer and upskilling of Civil Servants in TOM approaches and stakeholder management
Testimony
"More than anything else, the things I valued about [i3Works Lead Consultant] in his time on the project were his boundless flexibility and personal commitment to the project. His ability to provide a structured thinking approach in any situation, including some where the way forward just seemed impossible; and his support of me and other immediate colleagues during what was often a gruelling time." - James Narey, Chief of Staff to Cabinet Office CDIO
